Redevelopment Sites

Keego Harbor is inviting developers to look closely at three properties that anchor the City's redevelopment vision — one at the heart of downtown, one along the Cass Lake Road corridor, and one on the Dollar Lake waterfront. Each is profiled below with zoning, acreage, and who to contact.

Corner Property — 2980 Orchard Lake Road · 0.62 acres · City-owned The Orchard Lake Road and Cass Lake Road corner, envisioned as a residential mixed-use anchor for a walkable downtown.

Corner Property

2980 Orchard Lake Road · 0.62 acres · City-owned

Located at the prime Orchard Lake Road and Cass Lake Road corner, this site is a key part of creating a vibrant downtown area in Keego Harbor. The City envisions a downtown-style mixed-use development here — pedestrian seating, publicly available parking, and attractive landscaping, built to the standards of the Village Overlay District. A mixed-use development, or alternatively a denser commercial building with residential above, would bring new life to this long-vacant parcel while strengthening the City's tax base.

Permitted uses: Low-intensity commercial (retail, restaurants, bars, food markets, and similar uses); multiple-unit residential (duplexes, triplexes, fourplexes, upper-level residential above commercial).

Current zoning C-2 General Business, Village Overlay District, Central Business District Context Zone
Max. building height 48' / 3 stories
Future land use Central Business District (CBD)
Acreage 0.62 acres

Former Roosevelt Elementary School Site

2065 Cass Lake Road · 4.73 acres · Owned by West Bloomfield School District

The West Bloomfield School District closed Roosevelt Elementary in 2022, after nearly a century serving the community; demolition of the building began in December 2025. The City Council and community have expressed support for a redevelopment vision that strengthens the Cass Lake Road corridor while respecting Keego Harbor's character — pedestrian-oriented commercial or mixed-use buildings fronting Cass Lake Road, meaningful public gathering space, and high-quality owner-occupied residential development, at a smaller, walkable scale.

Permitted uses: Low-intensity commercial (retail, restaurants, bars, food markets, and similar uses); multiple-unit residential (duplexes, triplexes, fourplexes, upper-level residential above commercial).

Current zoning NR Neighborhood Residential, Village Overlay District, Cass Lake Road Context Zone
Max. building height 48' / 3 stories
Future land use Central Business District (CBD)
Acreage 4.73 acres

Former Rite-Aid Site (privately owned)

3000 Orchard Lake Road · 1.05 acres

This former Rite Aid site along Dollar Lake is one of Keego Harbor's most important redevelopment opportunities, positioned to define the future of both the Cass Lake Road corridor and the Dollar Lake waterfront. The City Council and TIFA Board envision a vibrant, walkable waterfront district here — a pedestrian-oriented mix of residential, commercial, and activated waterfront space, with buildings oriented toward the street and water, parking tucked behind or beside, and public amenities like enhanced pedestrian connections, outdoor gathering space, and a potential boardwalk or lakeside promenade.

Permitted uses: Low-intensity commercial (retail, restaurants, bars, food markets, and similar uses); multiple-unit residential (duplexes, triplexes, fourplexes, upper-level residential above commercial).

Current zoning C-2 General Business, Village Overlay District, Central Business District Context Zone
