Our Vision
"Keego Harbor is an inviting lakeside community built on neighborly connections, where thoughtful growth preserves small-town character, stewards natural resources, and channels investment into lasting opportunities and shared community benefit".
This vision builds upon the direction established through the City’s recent planning efforts, including the 2026 Master Plan and 2025 TIFA Development Plan, Village corridor plans, and provides a bridge from long-range planning to implementation.
Four Strategic Pillars
The four pillars describe the outcomes that must succeed together for Keego Harbor to realize its community vision. They provide a framework for evaluating policies, budgets, capital investments, programs, partnerships, and other City decisions.
1. Natural Resources and Stewardship
Protect and responsibly enhance the lakes, waterways, parks, trails, tree canopy, and other natural features that define Keego Harbor’s identity, while increasing their accessibility and usefulness for residents.
2. Small-Town Character and Community Connection
Preserve an inviting, safe community built on neighborly connections by strengthening relationships among people, neighborhoods, local institutions, businesses, and public spaces.
3. Thoughtful Growth and Economic Opportunity
Encourage appropriately scaled investment, redevelopment, entrepreneurship, and lasting local businesses that strengthen the City’s fiscal health and create benefits shared across the community.
4. Quality of Life Across Generations
Provide the infrastructure, services, housing choices, walkability, mobility, recreation, community amenities, and effective local governance people need to live safely, participate fully, and thrive throughout every stage of life.
A Shared Vision for Keego Harbor’s Future
Keego Harbor’s Strategic Plan brings together the City’s elected and appointed leaders around a shared vision for the community’s future — and a framework for turning that vision into action.
The plan was developed through a Joint Strategic Planning Retreat on August 12, 2026, bringing together members of the City Council, Planning Commission, Tax Increment Finance Authority (TIFA), and Parks & Recreation Commission. Together, these four boards worked to align priorities, connect initiatives from the City’s adopted plans, and establish a common direction for future decisions and investment. The City’s meeting records confirm the joint strategic planning session involving these boards.
The City Council formally adopted the Strategic Plan on September 17, 2026.
